The goal is to prevent overcrowding, preserve the whimsical, welcoming atmosphere the park wants to provide. While in particular, when you add that different sections of the park require different tickets, the very low daily attendance caps, theres plenty of room for getting started, especially if you dont read Japanese or are planning to reserve your tickets from outside Japan.
